Officials in Yemen's Saada province say at least 15,000 people have been killed since fighting between a group of Shia fighters and the government began in 2004. Thousands of buildings have been destroyed, and now the province wants to begin financial reconstruction and rehabilitation projects. Al Jazeera's Hashem Ahelbarra reports from Saada.
