Capiz residents evacuated Residents of Roxas in Capiz province were evacuated on rubber boats early Sunday (October 19) as heavy rains brought by Tropical Storm Ramil inundated roads in Central Philippines, video provided by the Philippine Coast Guard showed. Ramil made landfall early Saturday (October 18) over the province of Sorsogon, packing maximum sustained winds of 65 km/h and gusts up to 90 km/h, according to the Philippine weather bureau.
