The water began flooding the streets while I was working, so I couldn't go home, the filmer, Noa, told WooGlobe. My coworkers and I moved up to the first floor, but the water kept rising. People were trapped in their cars, unable to escape. Thankfully, it calmed down a few hours later, and a woman took me into her home with her daughters. Amid the stressful flood visuals, Noa observed people looting, entering supermarkets, and breaking into cars.
