Gov't to apply 'allow-first-regulate-later' approach to manufacturing

The measure is part of the government's so-called allow-first-regulate-later inituitive. Currently, for the most part, factories can only make what they're licensed to make. But from September, they'll be officially allowed to branch out beyond manufacturing into services.
