District of Columbia Water and Sewer Authority is building a 2,700-foot tunnel in Northwest Washington with the hopes of reducing neighborhood flooding. The Post tours the massive tunnel boring machine, named Lucy, as it moves about 50 feet a day underneath First Street NW.
