PKR director of strategy Rafizi Ramli revealed today that despite handing the concession to a private company, the finance for the construction still comes from a government-owned development bank, rendering the whole privatization exercise redundant. Rafizi said the actual construction has been sub-contracted to a private company, which is a non-bumiputera construction company.
